Land itself or changes in land management can be used to mitigate flooding downstream.
Examples of this are the installation of leaky dams to slowdown the flow of floodwater, the planting of cover crops to reduce run off over winter and regenerative farming practices to increase the soil organic matter content which in turn increases its water holding capacity.
There are situations where those downstream will be willing to pay a farmer or landowner to do this. Property insurers, water companies and local authorities are all potential buyers in this market as well as individuals or businesses who want protection from flooding.
