With over a decade of senior leadership experience, Lucy has consistently shown her ability to lead large, multidisciplinary teams, manage complex budgets, and deliver significant programmes on schedule. Her previous roles at HS2 Ltd. included Head of Petition Management and Head of Powers & Parliamentary Management. She also held several positions with Crossrail before that.

Both are committed to developing a high-performing team and fostering collaboration and innovation to advance future infrastructure schemes. This will support the UK’s strategic transport plan and the UK government’s investment in vital infrastructure nationwide. They also seek to strengthen relationships with organisations to streamline the consenting process and enhance project success.
David Walker, Head of Consents, Infrastructure, Carter Jonas, said: “As a strategic thinker with a deep understanding of complex organisational dynamics and political landscapes, Lucy has a proven track record of cultivating effective relationships with various stakeholders, including government departments, local authorities, regulators, utilities, and the other key organisations and stakeholders that are central to delivering Nationally Significant Infrastructure Projects (NSIPS). I welcome Lucy to our team and look forward to working with her to deliver exceptional results for our clients in a timely and effective manner.”
Lucy Sayer, Partner, Infrastructure, Carter Jonas, commented: “This is an exciting time to be joining Carter Jonas, as they actively develop and expand their client services for consent-based infrastructure projects.
