Carter Jonas has appointed Lucy Sayer as a Partner in its Consents team, which is part of the firm’s broader infrastructure offering.

Lucy joins from High Speed Two Ltd. (HS2 Ltd), where she held the position of Hybrid Bill Delivery Director for Phase 2 of the project. She brings an extensive career delivering major infrastructure projects in the UK. In her most recent position at HS2, Lucy oversaw a complex programme of contracts for specialist services related to design and legislative delivery, reporting directly to the Department for Transport and HS2.

With over a decade of senior leadership experience, Lucy has consistently shown her ability to lead large, multidisciplinary teams, manage complex budgets, and deliver significant programmes on schedule. Her previous roles at HS2 Ltd. included Head of Petition Management and Head of Powers & Parliamentary Management. She also held several positions with Crossrail before that.

At Carter Jonas, Lucy will work closely with David Walker, Head of Infrastructure Consents, leveraging her extensive experience in the rail sector to provide comprehensive consenting services to clients, as Carter Jonas continues to extend its services in this rapidly growing sector.

Both are committed to developing a high-performing team and fostering collaboration and innovation to advance future infrastructure schemes. This will support the UK’s strategic transport plan and the UK government’s investment in vital infrastructure nationwide. They also seek to strengthen relationships with organisations to streamline the consenting process and enhance project success.
