James is Chairman of Carter Jonas. Formerly Head of the Planning & Development Division, James advises clients on proposed development projects throughout the south of England with nearly 30 years of experience in residential and mixed use development. This includes site identification, project management of planning and development strategies, valuation and viability appraisals, marketing and sale of development opportunities. He has specific expertise in option, promotion and other development agreements, joint ventures and landowner equalisation agreements.
Carter Jonas has expanded its Planning & Development team across the UK with four new hires, including David Churchill as partner in London.
Churchill joins from Iceni Projects, where he was a director, jointly leading its Strategic Planning team. With nearly 20 years’ experience, Churchill specialises in the promotion of large scale projects in the housing, retail, employment and major infrastructure sectors. Flagship schemes in which he has been involved include the former GSK site at Greenford, securing detailed planning permission for the redevelopment of the site incorporating 1,965 residential units including Build to Rent (BTR/PRS), and West Tey, Essex, promoting a new garden community with the capacity for 17,000 new homes.
Churchill started his career at Brentwood Borough Council, and also held positions at RPS and Firstplan. He has wide experience at appeal and plan examination processes, acting as expert witness at inquiries and examinations.
Churchill is based out of Carter Jonas’ headquarters, One Chapel Place, Oxford Street. He is joined by Jamie Stanley, also from Iceni Projects, as senior planner. Stanley has three years’ experience as a planning consultant working predominantly across London and the south east in strategic regeneration including brownfield redevelopment schemes.
In Cambridge, Kimberley Brown joins Carter Jonas’ Planning & Development team as an Associate. Most recently, Brown has been working as a Principal Planner for GVA in Bristol. Prior to this she held positions at RPS and Bidwells in Cambridge and London, advising on projects through the East of England. Brown has nine years’ experience in the sector delivering residential, commercial and mixed use schemes, including major city centre regeneration projects such as the CB1 Masterplan; the comprehensive redevelopment of the area surrounding Cambridge Railway Station.
Peter Canavan joins Carter Jonas in Oxford as associate from South Oxfordshire District Council, where he was principal planning officer. With nearly ten years’ experience in the public sector, Canavan started his career at Broadland District Council, and has also worked at Hasting Borough Council. Most recently, he coordinated the production of the emerging South Oxfordshire Local Plan, as well as supporting several Neighbourhood Development Plan groups, providing advice on each stage of the process from area designation to submission and managed a plan through examination.
