Caroline is the Partner heading up Planning & Development for Birmingham. She has over 30 years' experience gained working predominantly within the West Midlands for several national practices and, prior to joining Carter Jonas, as Director of Property for a commercial, public sector backed property venture. She has experience over a wide range of property sectors and has acted in both a consultancy and agency capacity focussing mainly on the areas of development, investment and valuation.

Carter Jonas, acting on behalf of the learning disability charity Hft, has overseen the sale of a residential development site in Ironbridge, Telford. The transaction completed on 15 September.

Following a competitive developer selection process, the Worcestershire-based housebuilder, Lioncourt Homes, was selected as the preferred partner.

The Forbes Close site already provides homes for 43 people, who live in shared bungalows and cottages rented from social landlords Wrekin, Severn and others. The land sale will enable the delivery of a further 12 units for Hft in an innovative, community-orientated scheme of affordable new purpose-built family accommodation and accommodation for people with learning disabilities.

Following reserved matters approval in January 2022, the site will deliver a total of 68 open market homes, nine supported living homes and three registered social care bungalows.

Carter Jonas’ work in completing the sale involved the collation of background material, marketing, overseeing of the bidding process, legal processes and ultimately the selection of Lioncourt Homes as a suitable developer partner.

Caroline Penn-Smith, Partner, Planning and Development, Carter Jonas, commented: “We are very pleased to have achieved this successful outcome for Hft. Hft is a wonderful charity which excels in supporting people with learning disabilities and helps them address the many obstacles that they face, specifically independent living.

“We have enjoyed working alongside Hft’s dedicated in-house professionals, Osbornes Quantity Surveyors and Homes England, and ultimately selecting Lioncourt Homes, an ideal partner for Hft for this extremely beneficial scheme. The shared vision of Lioncourt Homes and Hft will not only deliver much needed family housing to the area but enable provision of suitably designed accommodation for people with learning disabilities, autism and mobility issues.

Rachel Cartwright, Land Director, Lioncourt Homes, added: “We were delighted to have concluded this site acquisition. This is an exciting development that will see a mixture of starter and family homes integrated with supported and assisted living units for Hft which will create a cohesive community development.
